My view is that the Combat card should conform as closely as possible to the normal Retire & Rally rules. I don't think the Infantry Retire and Reform card should operate on a different set of conditions to the normal rules, it should operate in the same manner, unless the card text overrides the normal rule, in which case the card text takes precedence.
Obviously the card itself is not physically large enough to carry every single dot point of the rules, and ergo, the rules should be conformed to unless excepted by the card. So there is no rally roll requirement (an exception to the normal rules), but every aspect that can be conformed with, including the one hex retirement to an unattached leader exception should apply.

If an Infantry Unit uses this card and a Leader is right behind the unit, can the Leader's ability stop the Retiring and Reforming unit or the unit has to move 2 Hexes anyway? Cheers!
