contradictions on the Byzantine Inspired Action Move Fire Move

The first two sentences of the Byzantine Inspired Action card Move Fire Move seem to be contradictory.  The first sentence says light foot & light mounted units when ordered MUST move fire move.  The second sentence says units MAY move, MAY fire, and MAY move again.  How do I interpret these sentences?

You are right, those sentences do seem contradictory.  As I'm a new player with these particular rules, I would have to interpret them as mandating a "move, fire, move" order for light units while giving heavier units the option.  But I have been known to be wrong many times so hopefully someone more familiar with the rules will respond.
