I think considering the scale, and the comparitive ranges and fire volume of infantry units, the relatively small number of cavalry troopers equipped with pistols and carbines would generate a paltry amount of firepower, which is incorporated into the melee dice.
Often there is a design for effect process, so if cavalry is intended to use shock charges, having cavalry with a ranged attack is counter to that intent.
Equally, Ancients and especially Medieval, there is a significant number of cavalry with ranged attacks. My point is that it isn't the mechanic that is problematic, it is a deliberate choice in Napoleonics not include it.
I know in BattleCry (ACW) the cavalry is also "shock" cavalry, but there is a number of variants that allow cavalry to use ranged attack, and given the role of cavalry in that war, this seems perfectly reasonable.
