What kind of terrain is it ?
It is said that if a Government unit occupies a Town hex at the beginning of its turn, it means victory. Is it a Victory Banner or a Sudden Death ?

The terrain under each of the two Jacobite Lowland units is a BUILDINGS tile.
The Government player scores an immediate victory
when a Government unit occupies a building hex at
the start of his turn.
I understand this to be a Sudden Death victory, and this is how it has been played here
